Lessons Learned in LF Dossier Development Webinar: Strengthening Readiness for Validation

Brazzaville (Congo) - In March 2026, ESPEN and Sightsavers co-hosted a webinar on lessons learned in lymphatic filariasis (LF) dossier development, bringing together the World Health Organization (WHO), ministries of health, and partners across endemic countries. The session provided a timely overview of the WHO validation process and practical insights from countries that have completed or are advancing through dossier development.

As more countries approach validation of elimination of LF as a public health problem, the preparation of a comprehensive and well-documented dossier has become a critical milestone. The webinar highlighted that dossier development is not a one-off exercise, but a continuous process that should begin early, be regularly updated, and remain closely linked to programme implementation and data systems.
The session brought together technical experts and country programme representatives to share structured experiences on dossier preparation. A clear message emerged: countries that anticipate the process, maintain strong documentation, and align with WHO guidance are better positioned to navigate validation successfully.
From Planning to Readiness
The webinar emphasized that readiness for validation depends on sustained efforts over time. Rather than waiting until the end of programme activities, countries are encouraged to progressively compile and organize evidence, ensuring that key indicators, programme history, and supporting documentation are readily available when needed.
Key Challenges Identified
The session highlighted common challenges faced by countries in dossier development:
- Incomplete or fragmented documentation of programme activities
- Difficulties in organizing and presenting data in line with WHO requirements
- Limited familiarity with updated dossier templates and guidance
- Gaps in integrating morbidity management and disability prevention (MMDP) information
- Time constraints linked to competing programme priorities
Addressing these challenges is essential to ensure a smooth validation process.
A Practical Path Forward
To support countries, the webinar underscored practical actions that can strengthen dossier development:
- Start dossier preparation early and update it regularly
- Ensure systematic documentation throughout programme implementation
- Use WHO guidance and updated templates consistently
- Engage WHO for technical support and pre-submission review
- Promote coordination across programmes and partners
In parallel, the ESPEN Portal will continue to serve as a central platform for sharing key resources, including guidance documents, templates, and webinar materials to support countries.

The webinar reinforced the importance of continued technical support and knowledge sharing as countries move toward validation. Future engagements will focus on strengthening specific components such as MMDP, post-validation surveillance, and effective data presentation.
