NTD Master Plan

The Country NTD Master Plan 2026–2030: Framework for Development is an update of the 2021–2025 document. It is intended to assist countries in the WHO African Region to develop high-quality strategic plans in line with the 2030 NTD Global Roadmap for the elimination of NTDs. Most countries in the Region have already completed three rounds of master plan development and revision using guidance produced by WHO/AFRO in 2012 and 2020. In view of the 2030 Roadmap, this framework has been designed with similar language and structure to the global document to ease reference and alignment.

Unique to the current fourth and in some cases fifth generation master plan, and consistent with the 2030 Roadmap, the guide provides direction on re-designing national NTD programmes to be fit-for-purpose over the next four to five years. Building on the foundation and progress of previous plans while addressing inherent challenges, the guide encourages three fundamental shifts: increase accountability for impact by using impact rather than process indicators; move away from siloed, disease-specific programmes by mainstreaming into national health systems and intensifying cross-cutting approaches centred on people and communities; and change operating models and culture to enable greater country ownership and financing, shifting from externally driven partner and donor funding.
